Dr ‘Makatleho Julia Matabooe is the CEO of Basotho Enterprise Development Corporation (BEDCO) in Lesotho. BEDCO was established by the BEDCO Act No. 09 of 1980 as amended. The mandate of BEDCO as conferred by the Government of Lesotho, is to establish and develop indigenous Basotho-owned enterprises with specific focus on Micro, Small and Medium Enterprises (MSMEs). Amongst others, BEDCO offers the following services to Basotho: • Business incubation; • Facilitation of market access; • Facilitation of access to finance; • Business management training; and • Mentoring. Dr Matabooe is affiliated with professional bodies such as the Lesotho Institute for Accountants (LIA) and the Institute of Directors Southern Africa. She is passionate about research as she believes it is essential to inform decision-making. She is someone who gets self-fulfilled through making impact on the lives of others particularly, community development projects within enterprise development fraternity. She aligns herself with a quote by Brad Szollose that “If you really want to succeed, [you should] start by doing the opposite of what everyone else is doing.”

Basotho Enterprises Development (BEDCO) is a parastatal of the Government of Lesotho, which was established by BEDCO Act No.09 of 1980 as amended. The mandate of BEDCO as conferred by the Government of Lesotho, is to establish and develop indigenous Basotho-owned enterprises. BEDCO was established by the Government of Lesotho to grow domestic entrepreneurs, following a need to strengthen the private sector towards job creation. The Government was driven by the quest to develop the private sector to ensure that Lesotho's job creation and the resultant economic development is driven mainly by a strong private sector. This is a trend everywhere else as a need to grow the private sector is fast gaining momentum. This has resulted in creation of independent ministries of small business development by governments. Intent is to ensure that the private sector, particularly the micro, small and medium enterprises (MSMEs) get their deserved recognition in as far as policies, laws and also budgets are concerned. Lesotho has not been spared this development as it created the Ministry of Small Business Development, Cooperatives and Marketing in 2015. Intent was to cater for the historically abandoned sector, that of MSMEs.
